IT Analyst-Application Software Developer Level IV

Kāpili Services, LLC is looking for a qualified IT Analyst-Application Software Developer Level IV (for 6 months) to support a USFS program by providing subject matter experise as a Senior Technical Advisor in the areas of advanced geospatial application development including applications that can perform complex raster and vector analysis, and data collection.
Working without general supervision on complex IT problems
Performing all phases of IT work including conceptualization of problems to be solved, identify and evaluate potential solutions, requirement analysis, design, prototyping, benchmarking, programming, documentation, systems quality assurance and control, inter and intra-project communication of plans and, techniques
Providing expertise in software development policies, procedures and requirements
Developing desktop and web applications that support complex data capture, such as editing and validation of forest stand data as polygons, and analysis including raster overlay, weighting, and arithmetic calculations
Providing knowledge and experience in cloud computing and Government data center storage
Automating the production of ORS models by:
Producing tools that automate the acquisition and preparation of imagery/data, derivation of variables and indices, applying different modeling techniques, and summarizing and interpreting results
Accommodating various areas of interest
Being proficient at reading and identifying bugs in any code or scripts used to produce input data and final ORS models
Producing tools which document and write metadata for ORS models to ensure they are adequately described for archival and replication purposes
Utilizing one or more of the following scripting and coding environments:
ArcGIS API for Python
ArcGIS Pro SDK for Microsoft.NET
ArcGIS Enterprise 10.6 / Portal
ArcGIS Image Server / Raster Analysis
Provide maintenance and support for several key FHAAST strategic work areas:
Forest insect and disease disturbance mapping and reporting
Assemblage of tools which summarize ORS maps, tables, and graphics upon request
ORS data and file management
Web based forest pest disturbance reporting
Technical coordination between FHAAST program areas and consultants to ensure compatibility and consistency while improving skill sets
Service ad hoc requests in support of Congressional Staffers, FHP, WO, regional Offices, NFS, and State and Private Cooperators
Quality assurance and quality control of ORS products and databases maintained by FHAST
Provide support as requested in the migration of data and testing of FHAAST applications in a USDA approved government and or cloud services provider (CSP) such as the Forest Service Application Cloud Environment (FS ACE/Azure).
REQUIRED SKILLS AND EXPERIENCE:
At least ten (10) years of experience working as analyst or programmer on complex enterprise computer systems including GIS desktop, server, and web based applications
Experience in the development of desktop and web applications that support complex data capture, such as editing and validation of forest stand data as polygons, and analysis including raster overlay, weighting, and arithmetic calculations
Knowledge and experience in cloud computing and Government data center storage
DESIRED SKILLS AND EXPERIENCE:
Communicates adequately both in verbal and written form
Understanding across a wide range of technological disciplines
- BS degree or equivalent in computer science, information science, equivalent or other relevant field
