Kapilii Services, LLC is looking for a qualified IT Analyst-Application Software Developer Level IV to support a customer in providing analysis and/or programming on complex enterprise computer systems, including Geographic Information Systems (GIS) desktop, server, and web based applications.

  • Routinely integrates the full suite of development tools such as, Model View Controller (MVC), ADO.NET Entity Framework (EF), object-relational mapping (ORM), ASP.NET, C++, C#, Visual Studio, SQL Server, SDE, geodatabase, and ArcGIS Server

  • Works without general supervision on complex IT problems

  • Acts as a Senior Technical Advisor with experience in advanced geospatial application development

  • Perform complex raster and vector analysis, and data collection

  • Performs all phases of IT work including conceptualization of problems to be solved, identify and evaluate potential solutions, requirement analysis, design, prototyping, benchmarking, programming, documentation, systems quality assurance and control, inter and intra-project communication of plans and, techniques

  • Participate in teams, often taking on a pivotal role in software development and often leads ad hoc teams of contractors

  • Works to define complex tasks, where guidance may be gleaned from published literature, industry trends, procedures, and possible solutions may be gleaned from published literature procedures, and manuals

  • Develops innovative approaches to complex problems that address a wide array of technologies

  • Routinely documents all work as normal part of work processes

  • Works on highly complex tasks are routine involving multiple technological disciplines

Degree/Education/Certification Requirements

  • BS degree or equivalent in computer science, information science, equivalent or other relevant field

Required Skills and Experience

  • At least ten (10) years of experience working as analyst or programmer on complex enterprise computer systems including GIS desktop, server, and web based applications

  • Experience should include the development of desktop and web applications that support complex data capture, such as editing and validation of forest stand data as polygons, and analysis including raster overlay, weighting, and arithmetic calculations

  • Knowledge and experience in cloud computing and Government data center storage

  • ArcGIS Server 10.1 and any of the following APIs: ArcGIS API for Flex, ArcGIS API for Silverlight, ArcGIS API for JavaScript

  • Expert in software development policies, procedures and requirements

Desired Skills and Experience (From PWS):

  • Considered to be an expert in software development

  • Comfortable with all software development tasks and utilizes the most current and appropriate technological approach

  • Exceptional communicator both in verbal and written form

  • Provides written documentation for complex tasks or procedures

  • Understands a wide range of technological disciplines
