Description of Work Unit
CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University (CSU). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. A position as Planning, Programming, and Budgeting Coordinator for the Army Integrated Training Area Management (ITAM) Program is available with the Center for Environmental Management of Military Lands (CEMML) (Research Associate III, Special). This position will support the ITAM Executive Agent, TRADOC Capability Managers (TCM) Ranges, at the Army Training Support Command, Fort Eustis, Virginia. ITAM is part the Army’s Sustainable Range Program (SRP) and supports management and maintenance of training lands while supporting mission readiness and training requirements. TCM Ranges ITAM establishes policies and procedures to achieve optimum, sustainable use of training and testing lands. The successful candidate will work under the direction of the TCM Ranges ITAM program manager. The successful candidate’s primary responsibilities will include: annual ITAM workplan reviews and validations; training installation ITAM personnel, in group and individual settings, to develop successful ITAM work plans; communicating with Execution Commands (e.g. IMCOM, USARC, USARPAC, USAREUR, ATEC, FORSCOM, and ARNG); and integration of ITAM work plans into the Range Complex Master Plan using standardized software. The successful candidate will be expected to assist with data calls from the Department of the Army Management Office (DAMO) and provide support and training at annual ITAM workshops. The position requires periodic travel to train others and attend meetings. The successful candidate must be eligible to work in the United States by proposed start date. Minimum of a Bachelor’s degree in natural resources, natural science, physical or environmental sciences, or related field AND have at least five years professional work experience in natural resources or environmental management, with a minimum of two of those years working on DoD lands or issues related to military training, OR an M.S. degree in natural resources management, business administration, natural science, physical sciences, or related field AND have at least three years professional work experience in natural resources or environmental management, with a minimum of two of those years working on DoD lands or issues related to military training.
Possess excellent written and verbal communication skills and strong organizational skills.
Be proficient with Microsoft Windows and Office software.
Must have a valid U.S. driver’s license or the ability to obtain a driver’s license by the employment start date.
Preferred Job Qualifications
Competitive candidates will have:
An advanced degree related to business management, finance, or similar degree.
A demonstrated ability to effectively manage diverse and concurrent responsibilities.
Advanced skill using Microsoft Excel and Microsoft Access
Knowledge of Microsoft SharePoint and basic VBA coding is beneficial.
Experience with developing, executing, managing, and/or validating ITAM workplans.
Experience with environmental compliance regulations affecting military land management (e.g., NEPA, Endangered Species Act, Clean Water Act, etc.)
Experience with military training, organizations and culture.
A current DoD Common Access Card.

Job Duty Category ITAM workplan training
Provide ITAM workplan training to installation ITAM programs in group and individual settings, including training events at periodic ITAM/SRP workshops. . Provide support to the development, testing, and integration of the ITAM workplan into the Range Complex Master Planning Tool (RCMPT). In the absence of a functioning RCMPT, the candidate must be flexible and able to manage large datasets in Microsoft Office and, when necessary, develop and continually improve ITAM workplan data collection techniques until such time as ITAM workplan is fully integrated and operational within the RCMPT. Maintain content for “ITAM Workplan Help,” “RCMPT Users’ Guide,” and “Planning & Budgeting” pages on the Army Sustainable Range Program web portal.

Review and make decisions in collaboration with other team members and independently to determine the validity and funding eligibility of ITAM projects submitted in the annual ITAM workplan. Determinations will be made based on the project’s scope within the current published MDEP TATM funding guidance, and the ability to execute the project based on environmental coordination. Analysis of Installation and Command ITAM program requirements, and recommendations to Headquarters, Department of the Army (HQDA) on annual Installation and Command budget requests, annual funding allocations, staffing models, and program requirements prediction for future years. Facilitate review and approval of installation work by responsible Commands. Contribute towards the development of written guidance for ITAM program planning and budgeting for HQDA.
