This National Guard position is for a SUPERVISORY LOGISTICS MANAGEMENT SPECIALIST, Position Description Number D1959000 and is part of the WY 153rd Logistics Readiness Squadron, National Guard.
WYOMING AIR NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a National Guard Title 32 Excepted Service position that requires membership in a compatible military assignment in the Wyoming Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants must currently be members in the Wyoming Air National Guard in order to be considered for employment.

This position is responsible for the effective management of the Deployment and Distribution Flight which is comprised of a Plans and Integration Section; Small Air Terminal Section; and Distribution Section. Its primary purpose is to direct and manage subordinate functional areas and to serve as a technical expert over these functional areas.
This position provides supervision, subordinate guidance, and team leadership to dual status employees. Incumbent performs long-term planning and organizational development necessary to accomplish Deployment and Distribution functions for programs essential to ANG daily operations, training, and readiness missions.
- Responsible for the centralized command and control, planning, and execution of all wing deployment operations and the distribution of cargo and passengers.
- Exercises direct supervision over subordinate personnel. Exercises independent judgment in directing subordinates, to include assigning responsibilities, providing guidance, and establishing standards of performance.
- Recommends and participates in the selection of functional supervisors/employees.
- Advises the Logistics Readiness Squadron Commander on flight related issues.
- Participates in unit assessments, inspections, installation deployment plans, deployments, disaster preparedness exercises, and Unit Control Center operations required to maintain the highest state of readiness.
Occasional travel - You may be expected to travel for this position.

EMPLOYMENT CONDITIONS: Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT). The Selected applicant must complete an "I-9, Employment Verification", "OF-306, Declaration of Federal Employment", and a "Declaration of Relatives in the Wyoming Military Department" prior to the appointment date. Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position will terminate these military incentives. Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP) and TRICARE Reserve Select (TRS). Relocation expenses will not be paid by the Government unless noted in the Announcement. Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician. Veteran's preference does not apply to National Guard Dual Status Technician positions in accordance with Title 32 USC 709(f).
MINIMUM REQUIREMENTS: Must possess experience, education or training involving judgment and/or analytical ability in the logistics field; and experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must possess at least 36 months experience, education, or training identifying activities involving logistical support operations; experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan; experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan; experience identifying delays or problems and developing corrective actions; and experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices.
Experience in managing the function of the work to be performed; and experience which includes leading, directing and assigning work of personnel.
NOTE:Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g. 02/2014 - 03/2016 or Feb 2014 - Mar 2016) dates and hours worked per week with description of your specialized experience on the resume.
MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
