The Wyoming Department of Health (WDH) is seeking an exceptional individual who possesses a rare combination of talent, drive, and intellectual curiosity to fill our Human Resources Systems/Project Manager position. This position will maintain Human Resources systems including Kronos and WyTrain. In addition, this position will serve as a project manager for Human Resources projects and must be a technical expert and posses exceptional data analysis and critical thinking skills.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • System manager for the department Kronos, WyTrain and database systems.

  • Manages configuration, implementation and maintenance of Kronos system.

  • Develops and maintains the agency fiscal and human resources data warehouse.

  • Interprets data and analyzes results using statistical techniques, and provides ongoing reports

  • Develops and implements databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality.

  • Identifies, analyzes, and interprets trends or patterns in complex data sets.

  • Locates and defines new process improvement opportunities.

  • Oversees evaluation process for agency.

  • Serves as the project manager for assigned special projects.



Preference will be given to applicants with exceptional skills in database and systems administration, experience with Kronos, and skills in data analysis and reporting.


  • Kronos system configuration and basic programing knowledge. It is important that this knowledge includes a thorough understanding of general system configuration.

  • Strong knowledge of and experience with reporting packages (Business Objects etc), databases (SQL etc), programming (XML, JavaScript, or ETL frameworks).

  • Knowledge of statistics and experience using statistical packages for analyzing datasets (Excel, etc).

  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.

  • Adept at queries, report writing and presenting findings.

  • Skills in project management.

  • Skills in oral and written communication.



Bachelor's Degree (typically in Human Resources)



1-2 years of work experience (typically in Human Resources) with acquired knowledge at the level of a Human Resources Coordinator


Education & Experience Substitution:

4-6 years of work experience (typically in Human Resources) with acquired knowledge at the level of a Human Resources Coordinator
