GENERAL DESCRIPTION:
For the Wyoming Attorney General, perform a variety of paralegal tasks for the Tort Litigation Division. The primary role of this position is to administer and coordinate the contract management system for all state agencies for the entire contract process. Other responsibilities of this position will include: train system users; client communications and assistance with contract review process; legal research tasks; drafting legal documents and legal memoranda; investigating facts in various matters; compiling information for reports, scheduling meetings; screening mail.

Research Contract related questions as requested by Contracts Unit attorneys.
Assist state agencies with the Contract process.
Establish new agency accounts.
Maintain agency accounts and assist agency users with tech support on basic contract management system issues.
Perform initial review of contracts submitted by state agencies.
Track and follow-up on outstanding Contracts, revised Contracts, and Contracts outstanding with the OCIO/Enterprise Technology Services.
Create monthly reports on contracts.
Consistently demonstrate analytical ability, administrative skills, ingenuity and independent judgment.
Oversee and coordinate document production; compile information necessary for reports and case development.
Prepare written and verbal correspondence with involved parties, attorneys and citizens.
Perform legal research using both traditional and computer databases to retrieve, organize, index and cross-reference legal materials.
Research documents.
Train and back up other paralegals and new paralegal positions.
Assist in the direction of work flow to others.
Act as the first line receptionist for Contracts Unit.
Sort and distribute incoming mail for Contract attorneys.
Obtain and set up audio-visual equipment for unit meetings and contract management system training.
Conduct contract management system training.
Review and edit attorneys' correspondence.
Ability to multitask efficiently, accurately, independently, and in a timely manner with no or minimal supervision.
Ability to process high volume of contracts under tight deadlines.
Ability to work and communicate cooperatively with all levels of government personnel.
Qualifications
PREFERENCES:
An understanding of Contracts, Contract submittal/review process; Contract management system is preferred.
Background in technology or software administration is preferred.
KNOWLEDGE:
Knowledge of legal concepts, terminology, principles and procedures.
Knowledge of contract concepts, elements of contracts, principles and procedures.
Knowledge of administrative law, terminology, principles and procedures.
Knowledge of the use of legal reference material and legal research.
Knowledge of government and legislative processes.
Knowledge of Wyoming Statutes and agency mission goals, policies and procedures.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Paralegal/Legal Studies)
PLUS
Experience:
0-2 years of progressive work experience (typically in Paralegal /Legal Studies) with acquired knowledge at the level of a Legal Support Specialist
OR
Education & Experience Substitution:
3-5 years of years of progressive work experience (typically in Paralegal /Legal Studies) with acquired knowledge at the level of a Legal Support Specialist
Certificates, Licenses, Registrations:
OR a National Association of Legal Assistants certificate as a CLA or ALS (Certified Legal Assistant) or CP (Certified Paralegal) or National Federation of Paralegal Association PACE Registered Paralegal
Necessary Special Requirements
NOTES:
FLSA: Non-Exempt
All new hires or rehires starting in a non-exempt position on or after January 1, 2018 are required to be paid hourly.
Successful applicants are required to pass a background investigation.
